LAWS OF THE GAME
Laws of the Game are issued by FIFA and IFAB; However, High School Soccer in Texas are issued by UIL and NFHS. National Federation of State High School Associations. Having two organizations write rules for soccer will create a situation where will be discrepancies between the rules. NFHS does try to keep the rules the same there are examples of differences.
1st Difference is when a rule is issued or modified by FIFA/IFAB the lag between them and NFHS is about a year. NFHS has tried to keep as many of the rules as consistent with FIFA/IFAB as possible.
Some differences in rules that effect the play:
Example 1: Throw-ins - NFHS rules that a throw-in that does not enter field of play is forfeited to the other team.
- Not throw in again because the ball was never live.
Example 2: Yellow Card - Player must exit the game when given a Caution.
- They may re-enter at next substitution stoppage for that team.
